I was lazy with the AI. I can say it works correctly for me. It calculates the best move based on how much damage it would do, enemies hp left, and how much breath it uses. Eliminate does about 3x Shred damage but costs 3.5x Shred breath. Unless Eliminate is strong enough to kill, it is more likely to use Scratch or Shred as they are more resource efficient.

Also for dragons that start with Meditate/Contuse, Meditate heavily reduces your strength when used so Contuse instantly becomes more resource efficient for that battle.
