Let the Right One In, Amelie and Pan's Labryinth were both excellent. A really good british documentary is the Boy Whose Skin Fell Off. A warning though: it's not for the faint of heart.
Another great foreign film I saw recently was XXY. It's an Aregentinian one about an intersexed kid whose family is struggling to decide if they should opt for genital surgery to make their kid more female as that's how ey've been raised. It's very interesting and thought provoking, if a little brutal and bleak in some parts.
