Why does he keep coming back
Because there is no restriction to stop new members from scamming immediately.

He wasn't actually banned at the time so that point is moot in this case.

He wasn't the BGC scammer.
There is no way you can be 100% sure, especially if the user wasn't caught immediately.
Basically if you didn't catch them as soon as they join, they slip out from under your watchful eye until they scam someone right?

Nope. We constantly monitor everyone who posts or views a topic. We employ ever method possible to catch scammers before they scam, and we catch at least 10 scammers a month who where previously here, or who come here from other sites to scam.
But there is not way we can do anything at all to protect whenever a new scammer who has no scammed before, comes here and takes advantage of people without common sense.

Suppose they log on from a different isp, different hardware, post using an alternate persona, don't visit their banned profiles? Where is your god now?

Don't trade with new people.
Better yet, don't trade with any of these heathens.

wow
that was fast.
.
An age requirement would save work for the admins
at least they would have to wait for trying to come back.

I'm going to give a guess that he used the same IP address to register. The admins can click on your post for an IP address and see if anyone has used that same IP previously. Actually, they should still be able to see all posts made by that IP. It's a very handy dandy feature for catching multiple accounts. Of course, I'm sure that they have other methods! How did u know that he is pokemon ?
