Tbh this looks alright (the double nav bar, not the horrible "follow us" bar at the top.

To get the code for the mods generally (not always) requires a licence. With that being said, I'll check the vBulletin.org mods for an alternative and download the source. You should be able to port it to IPB compliant code... Just a bit of extra effort.
