I always thought it was a random amount. It reminded me of that Book of Spells of the Altador Plot, we had to do the same, work in groups to test numbers and more numbers, TNT said tons of times we had to work together to get it but for some reason people still thought it was something else.

I'm not much of an avatar collector.... but if one person found out how to get it in the given amount of time, then someone else may figure it out given the same amount of time again? Then eventually, everyone will have figured it out by the year 3000. And then everyone will be happy.

Eventually, yes.
But what probably made it hard for the users (who believed that the avatar was given by donating a certain amount of neopoints) is that it also has to be one of their first seven wishes of the day/12 hours.
