Meaning that they will fix problems with programs, but that's it. They don't have the time to commit to creating a mod to alert you of new topic (Especially when active content already exists)

We always have things in the pipeline, there are new programs currently being developed and tested and there's been a few recent changes to the Item Database which have been implemented in the last week. Just because you don't see things happening doesn't mean that they aren't happening.
@redlion, you could try Watching the Advanced voting section and you can receive email notifications when new threads are put up.

I do see things happening.
I happen to have been there months ago when that fix was first worked on, and was just never fully implemented.
And the changes to the programs are there as part of maintenance mode. They are not new programs, they are replacements.

They are new programs because they are being developed from scratch. In addition to those there are some other things being worked on which you aren't party to.
