So today I've tried to change my photo a bunch of times, and it always goes to the old picture.

The image under currently used photo changes, but the actual photo on my profile, etc aren't.

Try holding ctrl + pressing F5 on your profile.

It sometimes takes a while to change. You can also try doing a hard refresh (Ctrl+F5) to see if that helps.
