If they're drunk to the point where they couldn't say no even if they wanted to, no. If they're drunk enough to give consent and do it too, they just get the person confused, then pretty much yeah.

"Everybody does it" isn't really a very good reason for dismissing a valid point. Now, if both parties have impaired judgement, that's a rather more complex story, but a sober person taking advantage of a drunk person is a rape. It's not a terribly difficult concept to grasp.

I don't think anyone said anything about being drunk after one drink. Nor did anyone say anything about being impaired no matter how slightly drunk they are.
I said you don't have to be "totally face-in-the-gutter wasted" to have impaired judgement, which is true.
I said anyone manipulating someone with impaired judgement into having sex is a rapist.
