It's just random I think, from what I remember there's quite a low probability of finding him so it'll probably take a while.

If you're trying to find him manually I suggest using an add-on like ReloadEvery, or any of the other reloading programs/scripts/add-ons.

Just keep refreshing, It took me like an hour refreshing. At the end I left a rock on the F5 button LOL. It worked
