Mainly because I forget. All the posts become hidden, and there's no way for me to take a look back and see. These wouldn't have to have the percentage of votes, or a summary of all the shit we talked about the user before voting them in. Just Username and Date.

I think this is a great idea! How big will the list be? When did it change from having to get 500 posts to having to be voted in?
Also I also have a burning curiosity about what my voting thread looked like But I understand why you hide those

When somebody has had an unsuccessful vote I believe we now leave them visible but closed until they can be voted on again.

Not in the least, I suggested a list such as this that all of the staff participate in up keeping. No one individual.

Since we only promote one or two people a month, it's not a huge deal for one person to keep up with. Making a collaborative effort out of something this simple would be ... daft.
