I've always liked these sorts of lighting effects, and I found a website which lets you use a trial java applet to make these. You could technically also purchase the full version of the program (as I have) because it's pretty neat-o.

The full version can make a canvas of any size and you can export the files and open them in Photoshop to screen them onto your pictures.

Well if you were looking for the spot to get stuff like this, you might look to the seas and find a pirate that's willing to take you to a bay that may have what you're looking for.
