Isn't pre-haggle counted, just that it can't be affected by tweaking the stats?
I'm pretty sure pre-hag and ocr is counted.
This buying speed seems to limit Abro to 20k- profit items. It's not so bad though 
Ideal buying speed?

Pre-haggle isn't included in buy times, only OCR
