I am going to quit Neopets within the next month and I was thinking of starting a contest/giveaway. I would be giving away about 40+ million worth of neopoints & items. However, I was wondering where/if I can start one. Now, I am aware of the the contest & giveaway forums but the threads within seem to be run by admins or people with a higher "status".

Can I post a contest within the General Chat?
Do you think a thread in the Giveaway forums would garner enough attention?

As someone that oversees many operations, could you say the Contest subforums gathers enough traffic to warrant a contest with prizes of such value?

It's only a new addition as of a few days ago, but even when the contests were strewn all around the forum, they managed to garner a lot of interest anyway, so I don't see why it wouldn't now that they've been more 'organised' into a neater format.
