I understand the intention but I can't help but feel this is far too fragmented - a number of these roles are already filled without the need for a team badge, and I think we can probably merge some.
We could shrink the number of new teams down to 3 (from 6).
- Content creators (regular contributors of guides, experts on various game subject matter, also encompassing the previous News Team role)
- Graphic designers (aka graphics team)
- Recruiting team (bringing new users to the forum)
... and keep the already established teams:
I don't think we need to go into any finer detail, and we especially don't need a "newbie helper" or "greeters" team as these two roles are already filled. I don't remember the last time an intro thread went ignored, or a new member didn't get help when they needed it (usually from @Napiform -- which is a big reason she got the MOTM award). Other forums might need to force people to do these things, but our members are friendly enough to do it without being prompted. Instead of establishing a team, why don't we just have an award for greeting & helping out members new to the forum?
The more teams we have the harder this is going to be to manage. I also feel "project managers" and "team leaders" can naturally emerge rather than being appointed from the very beginning. Let people earn the "team leader" role through putting in hard work and then proving they're up for the job.
Overall, I totally support a re-jigging of the groups and teams here at Codex and we've already proven we can do that with some success if you look at the Contest team and the hard work done over the last year. My only worry is that we won't have enough people with the relevant skill-sets to fill these roles, but I have no idea how many responses you've received thus far.

As far as programming goes, as you already know, we are currently stricken by the current administration and there are ongoing recent discussions about this. I hope that if we can re-form some kind of team of like-minded people who are interested in contributing to some interesting projects and we may actually be able to innovate some. This is where a number of the issues we're seeing stems from, most else are just symptoms.
Many of you might not play Neopets anymore, but please do not underestimate the effect new programs and tools could have on a new era of Neocodex. Don't forget, it's the reason you all joined in the first place!
