Why? Seems like an arbitrary rule.

Mainly because when it was first discussed with staff, we wanted a way to make sure that not everyone and their mother can submit an award. It would become way too cluttered, and we may not know or trust the people submitting them.  Private+ members are well-known and contributing members so I guess it also works as a Private+ perk in a way. More incentive to apply. 

 

It has been like this since the awards were first implemented. Sorry for any confusion, but that's just how it is. Apply next month and you may be able to make one.
