If you get that message, the first thing you have to do is reboot and try again to delete the file or folder. If this doesn't help you can do the folowing:
write down the exat location of the file/folder.
press ctrl +alt+del
stop proces explorer.exe
start a new proces (option in drowdown menu FILE) CMD
go to the location where that file/folder is
type in RD *name of folder* or DEL *name of file*
when you try to delete a folder, the folder must be empty!!
then start new proces explorer
Canot delete file. File is in use.

According to my st00pid inference
: It is probably because WinXP is really still using the file or program as WinXP ALWAYS logs what application you are running, etc. (yep, mysteries are in the Windows directory  )
And oh yeah, try to run 'mmc' from the Run window, it's one of the most useful tools for Administrators

You can get this problem when you download things with firefox, and it doesnt automatically clear the thing off the download list. All you have to do is clear the download list and then delete the file normally.
