Not sure where the line falls on using RPGMakers art. But I assume since it's not a direct copy of their art they wont care and who knows what sort deal Jumpstart/RPGMaker have. And you can't expect the first HTML5 Game to be coded properly. Most of their Web Devs would be learning something new. So of course they will need to use tutorials to work things out.
The Neo community needs to stop nit picking and get over the fact that JS isn't perfect, just like Viacom. Atleast they are trying to improve the site, and not just close it.

Actually compared to old TNT, JTNT are fixing things MUCH faster. They are doing them as they become relevant as well, like the negg festival and fixing the cooking pot etc. They are actually listening to what we want and are far more responsive if less talkative than the old team.
