I thought that Neopets was actively trying to shut down the cheating sites. At least that was what happened to Neohacks. They stopped making Neopets programs after Neopets sent a legal letter to them. So, how did this site managed to survive for that long? It doesn't seem that Neopets would sit there and do nothing.
