My view as that some of the current mods have grown stagnant in their position, and they dont see that one of their modly duties is to try to bring some activity to the boards.

So if we promote a thousand people we'll be almost certain that there's going to be at least 1 person online to deal with any problems.
I personally would think that that's more of a case for rethinking what happens when posts are reported rather than promoting new people (when it's not really necessary). Perhaps we could have a post unapproved if it receives X reports (by legitimate members) so it turns invisible thus negating the initial need for moderator assistance? That way, when a staff members gets to it they can either decide to leave it invisible, clean it up or just make it visible again.
You didn't answer why demoting those people and promoting new people would necessarily bring more activity. If people start to post more just because they've been promoted, then perhaps those aren't the best people to have been promoted in the first place.

My post above yours is everyone's verbal warning. If you want me to start handing out warnings, I will gladly do so. Starting off with a bunch of new Moderators that are already leaking is not a good thing now, is it?

It would be dealt with when a member of staff comes online like I already said. The reports would stay on the moderator report centre, but the problem will have been dealt with without the need for staff to physically invisible the post.
