Without exotic cooling, you won't hit that. Very unrealistic for 24/7 usage.

That would be high end even for water, me thinks.

Yeah water wouldn't be near good enough to hit 4ghz stable on most Q6660's. Would require something like phase/ln2. Remember, I said most chips. Some ARE miracle clockers and can hit 3.8-4ghz on air/water, but not most.
