how to get the drenched as challenger, been trying to refresh for "years"

Only appears on days with stormy weather.

Another says:
Refresh the Maraquan Weather page on a rainy gloomy day.

i've been having similar difficulty finding this challenger.
the conditions when i was refreshing was
wet & blizzard
if you have the drenched, what were your conditions when finding the challenger?
