I'm not sure I get the overtext...is he saying a seismograph can turn into a lie-detector if the person twitches and causes little spikes?

The reverse can only work if the subject has a nervous twitch?
i.e. if the detector doesn't spike, the subject isn't lieing, and hence believes there is an earthquake because he has a nervous twitch?

Stupid joke. Jokes shouldn't be so difficult to understand that you can't laugh the first time you hear it.

I thought it was pretty straight forward
