So team rank 1 would face rank 16 (i.e the strongest face the weakest), like the playoffs (excuse my lack of knowledge on american sports)
But... In tennis (
It would mean getting your team to the highest rank in the round robin doesn't mean that much, but getting rank 1 means you'll have an easier time getting to the finals etc etc...
I wish that was how it went anyway...

ingore me if i answered wrongly , i wasnt so sure what you said
rank 1 wont face rank 16 in the final-_-
different ranked team have been divided to different group
for example last year in group of 4
with rank 1-4 will in be in the first group competing in the top 4 position
