Do they ban you based on success of AB, or amount of time you use it? I use for hours but don't get anything, so it should be okay right?

It's a combination of both time spent in the shop and how long it takes you to buy an item when there is one

yes, it creates space for a restock, increasing the probability of a rare item restocking.
