I've tried messing around with the MS Pre-haggle (which I assume is what affects the buy time)  time but the buy time always averages out around 500-600 ms.  I've had it set up as high as 1-1 sec and as low as 0.01-0.01 sec and the buy times are still the same.  Am I doing something wrong?  My goal is to achieve a buy time around 300-400 ms.

Some other background info:

I have the rest of my settings set up as recommended in Scot's guide

My attic page delay is from 0.1 - 0.3 sec

My internet download speed is on average 12-14 MBPS
