Oh... I'd say roughly bi-monthly (sometimes longer, occasionally shorter), but no real set schedule.

Occasionally you can find a kind hearted, generous user on our forum giving away accounts in case you missed a registration window.

A few others sell them from time to time.

First name and element change are free (jsyk) if you go either of those routes.
