Did this with three cards. Just go on the visa gift card website and activate it first. Then, add card in paypal and it'll work. It won't show up in your balance though, but it's there.

I think you can link it to your Visa card, and it takes the money from your card when you buy something, but if you want to verify your paypal account, I think you have to connect it to a bank account.
