LawA: ONLY apples are allowed in the bowl

We tentatively assume that, as LawA and LawB have separate names and no additional information is provided, each law does not supersede the other.

If LawA and LawB are in effect, then:
(ONLY apples are allowed in the bowl) AND (ONLY apples and oranges are allowed in the bowl)
= ONLY apples are allowed in the bowl (by absorption law)
= LawA
As we now know that LawA encompasses all of LawB, we can conclude that LawB has no purpose whatsoever UNLESS LawA is removed. Thus, either LawA is an update to LawB, or someone who doesn't know about LawA has made a pointless law that does absolutely nothing.

@Trapezeo I would say it's safe because I recorded the time from playing legit to get 560 points. The thing about SSing is that it's better to be over than under because a time that overshoots can be attributed to something like a person going to the bathroom before pressing send score. But if you go much lower, you're pushing boundaries.
