Jellyneo's pricing system is the only one outside of Neocodex. Most people don't know/like being associated with what is effectively a cheat site, so they refer to Jellyneo. Unless you are talking about a person already on Neocodex, which gives less prices for UBs than Jellyneo, which may be another reason for their misled trust.

It refreshes at NST times, and your system time doesn't actually affect it.
