Not necessarily. I buy plenty of items with buy times over 100 ms. But you will definitely miss many more items than you get.

If you have a good enough connection you can sometimes get the first or second, but get used to getting lower items or none per restock xD

I think on average my buy times for items in AAA are around 600-800 ms? That's sometimes good enough to snag some of the higher profits, but that may be related to the times I go to the attic.
