Does neopets actually let everyone to trade pets?
Because I saw a site , those peoples are trading their pets , and freely put their usernames to mail them :\

No, they allow people to transfer pets, but trade pets for money/np is not allowed by TNT

there are plenty of pet pages that have been converted to show pets that are up for trade (UFT)

however, as stated about trading your neopets for items or neopoints is not allowed
trading anything neopets related for actual currency is against the law

I wouldnt say against the law I would say it is against their TOS (Terms of Service) giving them the right (which they have had the entire time) to freeze your account...

Your safest option is to never mention your username until the trade is about to be finalized... and dont give specific pet information... if your pets speed is 243 say it is 240-250... or something like that...

You can only trade a pet for another pet. You cannot even trade a very rare pet for 2 less rare pets. No real money, Neocash, Neopoints, or neoitems (because they are equivalent to neopoints). I don't think they care if you get it as a gift for you birthday or Xmas present, but I am not sure.

masterlorddd had already answered your question so I don't see why you are calling everyone in the thread stupid. Please learn to communicate clearly next time if you want something. Try using the search function too, this is a pretty basic question and the answer could also be found on google.

Those sites that you are looking at are Up For Trade Site, it is like the pound section on neoboard in which people trade pets. This is perfectly legal, because people are trading a pet for a pet and nothing else. The reason for these site is that people hate bumping up their post on the neoboard and the site make it easier to search for pets by species, color and UC/C instead of going through each title on neoboard. Of coarse TNT will freeze if they hear someone wanting to buy a pet for np or np related stuff in their neomail. Hope that answers your question.

Edit: There are also an Up For Adoption Section. Where you can get free pets, but they usually require some sort of application like an essay or drawing. The rarer the pet the more work you need to do.
