Their existence is rooted in four hundred years of kidnap and unpaid labor. It is not a perpetuation but is necessitated by a history of economic and political oppression that has not yet been fixed in any way, but rather covered up with the ruse of post-racist society.
They exist in order to make themselves irrelevant; that is the point of amazing black progressive groups that had existed such as the Black Panther Party which actually provided a lot for their communities (and not limited to black people, at all. Many whites, asians and browns were even in the Panthers).

there is no longer any economic or political oppression other than the fact that being born white means you have a better chance of being born into a relatively wealthy family. it is equally difficult (by which I mean essentially impossible) in this country for poor people of any race to make any sort of improvement to their condition. if class mobility was made a real possibility for the average person you would see income disparities disappear.
