I thought the mans realization of of heaven on earth would have been something to do with a pub where all alcohols are free, there was always a free pool table to play on, and the only bar staff are all extremely hot, naked 18yo girls with playboy model looks...

But I guess northern englishman are all secretly homosexual as they seem to like cake more then womenz

That probably won't work unless they change the law. If they kick somebody out all they need to do is to apply to the council as homeless and the council will be obliged to house them so unless there's a change in the law it just won't work.

The council have no obligiation to house someone based purly on the basis of being homeless. Certain other criteia have to apply such as young children and geuine disabilities (not like depression, IBS or alcoholism.)
