how do you obtain this stamp? was it from the faeries ruins event or ?

Saskia required users to participate in the Masks of Dread Event on October 30th, 2011 at the Haunted Faire and upon completion of the quest, users were rewarded with The Discarded Magical Blue Grundo Plushie of Prosperity Stamp.

Do retired UB stamps ever appear in say, random events? Like falling from the neopian sky?

No but i have seen retired item's stock in the Almost Abandoned Attic.
Some people say its not possible, but I've seen it with my own two eyes so you wont convince me otherwise.

I'm not sure where stamps fall in there and if there are different rarities for say, plot stamps or something like that.

Retired Items are r180. They cannot and DO NOT restock in the AAA. Plot stamps/event stamps are usually r101 and also DO NOT restock in the AAA.

it will take 6 years for them to inflate and 2 days for the price to plummet when everyone starts selling. unless you bought like 80% of the stock

Based on the trends from the last few r101 stamps released through similar events, see the above posts, I'd say inflation will be in about a year, two years tops for true UB status. Then a year for profitable sell range.... yeah no need to have 80% of them bought up but it'd be awesome if we did that.
