I believe this is due to the program manager currently being down. It should be up again soon 
. We're doing some maintenance on the server at the moment. All this should stabilize by the end of the weekend.

you can try spamming, on days like these i spam the program manager every 1 min or so and when i manage to get it i have a field day autobuying

The Program Manager has been taken down for server maintenance so it's not going to work however many times you try it.

It is completely down for maintenance as Waser just explained so it shouldn't be working at all until they bring it back up.

We need to ensure the server is completely stable first so it can handle both the Program Manager and the forum.

That is because the previous downtime, it was due to the server crashing every now and then. This time round, the off switch is flipped
