I was a 2+ year Premium member, about $200+ NC, and the entire series 1 and 2 target plushies. They still didn't unfreeze my nine year old main account. That was when I turned to cheating.

 

This... Had just started to spend a lot on NC and almost got premium, my friend who collects plushies gave me unused old neo plushie codes(she only wanted the toys and never used the codes) 

just when I was starting to enjoy neo, wham, frozen and until this day still not unfrozen. It's been >6 months though with no reply so I'm guessing I'll never get my account back

Neopets is a fickle mistress. Some people are fortunate enough with premium helping their case but not all the time.

Been frozen as both premium and non-premium, it dosn't matter to them.

I think they are more lenient on premium members at least when it comes to lesser offenses. I've been warned a few times for minor things that I didn't even realize were violations of the rules like referring to this website (oops) and openly criticizing TNT on the boards. When I got the official warnings, I seriously sent them a message that said something to the effect of "How dare you? I'm a paying customer. I pay you people $95.88 per year for premium membership. Where do you think the money that pays your salary comes from? Go ahead and ban me. That sounds like a great business decision. I'll boycott Viacom and everything they own for the rest of my life if you do!" Never got a response but I still have my account.

i've had premium and been frozen twice admittedly you seem to get quicker replies whilst having premium account for un-freezing, but again TNT very trigger happy with freeze...
