So I have a main account at a University using a university IP address. If I want to create a shell account, would I need a proxy, or will the neopets team recognize that anyone at my school can create an account (meaning I won't need a proxy).
Question about proxy

Generally speaking it is always a good idea to use a proxy just to play it safe, however you are do have a buffer as you're using a very public connection. Just make sure you do some common sense stuff...
- The accounts do not share items/pets/pet names/etc
- The accounts do not share email address past or present
- The accounts do not share passwords past or present
- The accounts do not share similar/same username attributes.
Follow that stuff and you should be good to go.

Okay that's what I was thinking, thank you! But I decided to just use an elite proxy to play it safe like you said. I'm just confused about logging onto it. I know with an elite proxy they cannot see an IP address and cannot tell it's a proxy, which means they have no idea of what location I'm at on the shell. But if I want to manually go onto the account with a web based proxy, do I need to go on the same one every time so it looks like I'm in the same area?

If you can do that, try using the same IP for one account no matter if you're autobuying or manually checking on your account. If you can't do that I hope you can manage not to get your many proxy IPs messed up.
