Not all the time. Many Flights bow out of the dominance race to allow each Flight to be active during their specific holiday. There's a lot of drama about it every month, though.

It seems that they've been very conservative with skins for the last two festivals. It's a shame, because there have been some really creative festival skins, like Skin and Bones and the kite spiral one (don't remember what it's called)

Updated the list of all skins! The marketplace sells out super fast but that will die down at the end of the holiday week. I'm actually pretty happy with the skins choice but I had like 20 favorites or so.
