I never really follow Somgon much but I assume that Uber Pokemon are based on their popularity, not just base stats.

Nah, smogon tiers are based solely upon usage, which usually is due to base stats or movepool.

You can have 100% critical hits (1.95x) damage with +3 crit stat. With super luck, razor claw/scope lens, and night slash, Absol can have 100% crits. Or air cutter on super luck Togekiss/Unfezant. Idk how good it is competitively by taking up a item slot (but you can get rid of the item for a 50% crit boost which averages to 1.475x boost) but it may be fun to test.
