I highly suggest Paint Tool Sai, but Gimp and Paint.Net are pretty good freeware. I think PT Sai's pretty easy to pirate, but I chose to give them some money for being awesome (and so they'll keep updating it). When you buy a PT Sai license, they give you two copies, so you can just split the cost with a buddy if you don't need the software on two computers. Last time I checked, it was about $20 per person.

Now these two, I drew YEARS ago, just found my folder with all of my other drawings too whilst cleaning out the garage I hope you don't mind me sharing these as my submissions, seeing as they're old as fark lol

I love Paint Tool SAI, I bought it awhile back too (use it mainly for things I create in Khimeros)...super easy, too; I think I used both of my licenses to put it on my desktop and laptop.
