Does anyone have a pet that won before and like to share how they got placed? 
Is it just a matter of many people rating your pet 5 stars on the pet's lookup or what?

It's literally people voting on pets customizations out of a 10 star rating.
You pretty much have to have a kick ass customization to win.

I believe it's also based on how many people voted on your pet. Example: Your pet was seen by 10 people vs 11 people might make a difference. I'm not sure if they average the ratings or if the ratings are cumulative. I guess that might make a difference, eh?

Well it's definitely not based on customization skills because the past 2 weeks' winners were horrid.
I'd give a spot to the 2nd place NP ruki and that's about it.
I remember seeing a board about gathering votes for the customization spotlight, but I guess it's just a matter of luck and getting people to know to vote your pet 10 stars then?

one does not simply win the customization spotlight!
also most of them are not good they just get their friend or guild members to vote for them

Have a bunch of people from guilds, boards, etc vote.
