What? Oh, programs are legal through National laws but you can get frozen on Neopets for using them. Welcome to Codex.

About the programs: All legal and no-one have viruses, all them are made by codex members, garanting 100% of security, but use with care, or you can get frozen.

All programs in the download section are packet sniffed and virus scanned. I wouldn't recommend downloading programs linked to that aren't in the downloads section, especially by new members as they're probably giving you an infected program to steal your account. And this is legal thanks to a loop hole I think, though you can and most likely will get frozen (More like a matter of time 
)

Just so you know, making a new account won't do anything. They will still be able to trace that account back to your main one.

There's no laws saying you cant cheat. Unfortunately people mix up hacking and cheating. Let me clear things up, in order to HACK, you have to breach security and take control of a certain network, computer or instance. If you were to HACK neopets, you would need to utilize some ways to get onto their server computers and do something, this of course is illegal.
CHEATING on the other hand is what programs here do (not all of them anyways), according to the user agreement and rules you agreed to when signing up for neopets, you agreed that they can take away ur previleges to play neopets for breaking the rules, you cannot be breaking a law for using someone's free, non-licensed programs. The most you can get is frozen or banned from the neopets site, so it is suggested that you use an alternative account and IP (internet protocol) address.
