If you're looking for anonymous surfing, just google "anomymous proxy". I haven't been IP banned so I don't know if you can surf with them

No proxy I've ever tried allowed me to sign up on Neopets though. I don't know why that never works

Never register to a site without having HIDE IP Plat running or using a proxy its usually always a dumb move.

HIDE IP Plat it a program that can hide your IP address from the website you have decided to sign up on.

The truth is I haven't a clue.
