I would say by his appearance he was of sound mind, not mentally challenged. I wasn't gonna loose my patience with him, rather it was hard not to break out and laugh my ass off at him.
Nope, he just acted like this was all totally normal questions to be asking.

I congratulate you, mastachew, for somehow not losing your patience or mocking him in any way. I don't know if I could do that

I mean I a reasonable amount, like... how to change a tyre... (first is to hail someone down to do it for me, if that fails I'll do it myself lol), how to check oil and water, tyre pressure, and all that, and I'm the exact generalisation as to what type of person shouldn't know this stuff.
I don't know if I could decide to be really mean to that person and subtly mock him or to be really nice since it's clear he's a few sandwiches short of a picnic
It isn't instinctual to know about car parts, but it is instinctual to be drawn to cars. I feel that is a pretty safe assumption to say most guys have at some point tried to see how fast their car could go.
Even though it looks nothing like that. You need glasses?

160km/hr till it hits its governor. Unless I'm using the old beast, in which case 190-200km/hr
I don't know much about cars, I'd have probably paid the extra 15 to get it changed, since I've only done it myself once

First thing you need to know before you check the pressure of a tire or even change it is that you need to know how to spell it

Unless you're running down public servants, I have no idea what a governor is
Regional differences, mate. New Zealand, Australia Britain and most of the old British empire call them 'tyres'. The only reason Canadians don't is that you want to be like Americans

In essence, restricts power engine puts out which restricts speed. Doesn't allow cars to go past certain speeds. Most are around 140, I think Motorcycles are around 180.

"Yeah, thanks, I took the restrictor plate off- Give the red dragon a little more juice. But uh, let's keep that on the downlow. It's not exactly street legal."
Sorry, that was my chauvinist moment for the year.

did he fit the tyre himself in the end or did you have to do it? Him fitting that tyre sounds like a recipe for disaster.
