Finally got it to show up..
Apparently as you're moving around the site you'll get a pop up asking you to be a Beta Tester and to come take a quiz to match you up with a Neobuddy. Take the quiz and you'll be assigned one (I got stuck with Bug Eye Mcgee) then he'll pop up to annoy you randomly around the site.

If you've got AdBlock you can just block the neobuddy.js file and it's all sorted.
