It has alot of new features. Including automatic multicore balancing. Crumble taskbar. Improved compatibility, and its less annoying with UAC then vista.

As I know,we can upgrade our window from Vista to Window 7 anywhere else in the world =)

Microsoft is localized, they will tell you the cost in currency, as long as you tell them where you are.
