Is it more cost-effective to buy a pet with increased stats rather than training my own? and what would the cost be roughly for a non-transformed and painted pet but with increased stats. ballpark please?

Cheaper to buy them. Plus it saves the time as well.

By far its cheaper to go to the pound but there is a lack of high stats pets in the pound

It is absolutely not profitable to train a pet in hopes to sell. The only reason I would ever train a pet for selling is if it's for a krawk or draik or something so I can get a few more bucks out of it.

aka the buyer gets a good deal out of BD Pets.

Entirely depends what species/what color/what stats.

Regardless, I'd recommend buying a pet because it'll take a lot of patience and commitment to train your pet quickly.
Took me roughly a year and a half to train stats to 200, simply due to the excessive cost after a while.
If you've got the nps though, you could also negg train in addition to the training schools, in which case the time aspect decreases immensely.

Then it gets too pricey (making buying one a much better choice). Unless you have unlimited funds (or so much it wont bother you to waste a couple hundred million) its better to buy it.

I don't really train so I don' know. I personally would buy them though, since is way easier and im too lazy to train one :)
