How can you tell that they are not programmers?

Anyone could manage that though.

In python its as simple as this

print 'Hello World'

Also. Why are you using a return 0 function in your main loop? It would end on the next line, why do you need to return 0?

That's generally how you end a console application in C++ when everything has worked properly, the main function is declared to return an integer.

Only I only code basic HTML.
Layouts and whatever.

HTML/CSS is a form of code but it's not a form of programming they're totally different because HTML and CSS only affect the elements of a webpage in a static way and they don't involve any input from the user. They aren't able to be manipulated without forms of javascript.

It can be :) A main loop is not the same as a standard loop.
