I donate when I have a bunch of extra NP laying around, so not very often. If I'm feeling generous, I'll donate. If not, I just keep refreshing until he's back up.

he ran out of cash today and when i refreshed, it was immediately back to normal

I usually donate a few thousand np if I actually want to play Tombola from some reason, it dosen't happen too often though.
