I wanted to use the prog. because I have 2 accounts on Neopets and I play games on both, so I'd like to have different IP's for each, so that I don't get frozen. What can I do?

Firstly, because I already had a program, so I didn't want to uninstall it and install these instead. And secondly, because I was unsure they actually were meant to do the same thing (hide ip) - the explanations got me a bit confused . But I've just followed your guide and now everything seems to be working fine. And awfully slowly .
Dumb question: programs available here will go through the proxy? (will the real ip be visible or not?)

Elite=Undetectable but slower
Normal= Works also but can be detected

It's a guide, as long as the post is relevant (i.e. not spam) then there's nothing wrong with it.

In this case I'm merely saying to the person to watch out for the dates of topics because grave digging is not allowed.

Tor isn't your normal proxy. Its purpose is as an anonymizer; as such, it will be hard for the Neopets admin to find out your original IP. That is to say, like your "elite" proxy, all your identifying information is stripped out. You can set up your own "elite" proxy quite easily with the right wherewithal; there's nothing special about it.
On the other hand, because Tor is basically a network of proxies, using a random one when the last one stops working (or on a timed event, e.g. switching a proxy every few minutes), it will be blatantly obvious to the Neopets admins that something might be fishy when your account starts from a Bolivian IP, goes to a Chinese IP in an hour, and then finishes up with some French IP.
Naturally, they don't even have to actually watch their log files for that; it's a simple coding exercise to screen out those types of accounts.
Use Tor at your own risk...

can you explain how we can set up our own elite proxy with a wherewithal. It doesn't make sense to me

The easiest way is to tunnel your http traffic through SSH. It doesn't get rid of all the identifying marks, though; you'd want to set up a Squid proxy to help with that.
I'm currently doing this with a router in another country that's running Linux. There is more information on this online... It's obviously easier to set up if you've actually got a full server (Linux is easiest) on a second IP address. That's the "wherewithal" I'm talking about. Naturally, this technique doesn't work well to amass large numbers of proxies to use at your disposal; it's more suited for when you have a main cheat-free account and one that you're "experimenting" with.
On the other hand, if you can hijack your neighbor's Wifi, you can easily use that IP. Or, you can hijack it, and if you're lucky, replace the firmware with one that'll play well with proxying stuff through for you. Obviously, I'm not recommending this.

How do you even get IP banned anyway? I've been frozen like 900000 times, lol.
